I'm pretty suprised that Inoyue would run again considering his age, but he probably wants to pull a Byrd and run once again despite old age. If he indeed is running for reelection he is the overwhelming favorite. While popular GOP governor Linda Lingle would have some chance in a open seat, she would have no chance against Inoyue, who is even more popular, and not to mention a Democrat. Also it may not be too worrying if Inoyue was to win in 2010 and be unable to complete his term: Hawaii is one a few states in which the the law requires the Governor to appoint someone from the same party as the outgoing senator.

In terms of the PA guberntorial race, I would call it a toss-up not only in a general election but among the primaries, as Taniel said, both parties have strong benches who may run. Gerlach may very well be a strong candidate for the GOP, being able to win a Democratic leaning district, but there are other strong statewide Republicans who will also challange him in a primary. For retaining his house seat, the GOP may have an easier time as it is very likely that the public will be much more lukewarm over Congressional Democrats now that they basically control Washington, but it will still be a very tough seat to hold, especially if Obama is still as popular or only a little less popular as he is today.
